The iron and steel industry has become the largest source of pollutant emissions in the industrial sector
He Kebin, academician of the Chinese Academy of Engineering and dean of the School of Environment of Tsinghua University, introduced that my country is the world's largest steel producer, and crude steel production accounts for about half of the world's total output. The total output of the steel industry is huge, the emission level is uneven, and the total emissions of the industry are still high. According to estimates, in 2017, the emissions of sulfur dioxide, nitrogen oxides, and particulate matter in the steel industry accounted for about 7%, 10%, and 20% of the total national emissions, respectively. Since the implementation of ultra-low emissions by coal-fired power plants, pollutant emissions from the thermal power industry have dropped significantly. In 2017, the major pollutant emissions of the iron and steel industry exceeded those of the power industry, becoming the largest source of pollutants in the industrial sector.
At the same time, the steel industry is one of the industries with the largest cargo transportation volume. my country's steel industry has a freight volume of more than 4 billion tons, accounting for about 1/10 of the country’s total freight volume, and it mainly relies on road transportation. Nitrogen oxides and particulate matter in the transportation process Emissions are outstanding, accounting for more than 20% of the steel companies’ own emissions.
Experts said that the concentration of my country's steel industry is also an important cause of regional air pollution. The Beijing-Tianjin-Hebei and surrounding areas, the Yangtze River Delta, the Fenwei Plain and other key areas for air pollution prevention and control account for 55% of the country's total production capacity. The average PM2.5 concentration is also about 38% higher than the national average.
Li Xinchuang, Dean of the Metallurgical Industry Planning and Research Institute, introduced that since the "Eleventh Five-Year Plan", the iron and steel industry has carried out comprehensive pollution control and transformation work. No measures have been taken for nitrogen oxides, the low level of governance, serious unorganized emissions, and large total emissions in key areas have not been fundamentally resolved, which has severely restricted the healthy development of my country's iron and steel industry.
"The steel industry still has a lot of room for emission reduction." He Kebin said that compared with developed countries such as Japan, Germany, and South Korea, there is still a large gap between the level of pollution control and environmental management in my country’s steel industry, especially accounting for 50% of particulate emissions. % Of unorganized emissions and unorganized emissions of particulate matter per ton of steel are more than double that of developed countries. my country urgently needs to benchmark against the international advanced level and achieve substantial reductions in emissions from the steel industry.
Realize the whole process and whole process environmental management
According to this opinion, the ultra-low emission of iron and steel enterprises refers to the upgrading and transformation of all production links, the organized and unorganized emission of air pollutants, and the transportation process meet the following requirements:
The hourly average emission concentrations of the sintering machine head, pellet roasting flue gas particulate matter, sulfur dioxide, and nitrogen oxide are not higher than 10, 35, and 50 mg/m3, and other major pollution sources are in principle not higher than 10, 50, and 200 mg. /cubic meter;
The material storage, transportation and production process adopt effective measures such as airtightness and sealing to achieve effective management and control of fugitive emissions;
Bulk materials and products are transported by railway, waterway, pipeline and other clean methods, and the proportion of clean transport is not less than 80%.
Li Xinchuang said that the iron and steel industry is a process industry with many production processes. Therefore, the difference between ultra-low emissions in the iron and steel industry and ultra-low emissions from coal-fired power plants is that all production links in the entire process of steel production must meet the requirements of ultra-low emissions in an all-round way. When iron and steel enterprises implement ultra-low emission transformation, they must not only implement organized emission transformation, but also pay attention to unorganized emission control and clean transformation of transportation methods.
Ultra-low emission retrofits will significantly improve air quality
The opinion puts forward that for enterprises that have completed ultra-low emission transformation, increase taxation, capital, price, finance, environmental protection and other policy support, strengthen the main responsibility of enterprises, strictly evaluate management, and strengthen supervision and law enforcement.
Experts pointed out that this opinion reflects the difference in management. During the period of severely polluted weather, strict management is implemented for enterprises that have not completed ultra-low emission transformation; emphasizing the advancement in accordance with the law, clarifying that compliance with emission is a legal responsibility, and ultra-low emission is an encouragement-oriented. Provide corresponding policy support to enterprises that have completed ultra-low emission transformation; emphasize operability and require steel companies to formulate a "one plant, one policy" governance plan, strictly control the quality of the project, and ensure long-term continuous and stable operation.
He Kebin said that the implementation of ultra-low emissions in the iron and steel industry will steadily change the uneven development of my country's iron and steel industry, reduce the emission of air pollutants in the iron and steel industry, and significantly improve the ambient air quality.
He said that according to preliminary calculations, by 2025, when the task is fully completed, it will drive the steel industry to reduce sulfur dioxide, nitrogen oxide, and particulate matter emissions by 61%, 59%, and 81%, respectively. As the steel industry is relatively more concentrated in key areas, ultra-low emission retrofits will produce greater environmental benefits in key areas. After the completion of the ultra-low emission transformation of the steel industry in key areas, the total emissions of sulfur dioxide, nitrogen oxides, and particulate matter in the Beijing-Tianjin-Hebei region and surrounding areas will be reduced by 14%, 18%, and 21% respectively on the current basis.
