The "Water Pollution Prevention and Control Action Plan" proposes that by 2020, the national water environment quality will be improved in stages, severely polluted water bodies will be greatly reduced, the level of drinking water safety will continue to increase, groundwater overexploitation will be strictly controlled, and groundwater pollution will increase. After initial containment, the environmental quality of the coastal waters has been steadily improving, and the water ecological environment in the Beijing-Tianjin-Hebei, Yangtze River Delta, and Pearl River Delta regions has improved.

In order to decompose and implement the water quality goals of the "Water Pollution Prevention Action Plan", the Ministry of Environmental Protection established a three-level water ecological environment management system of basin-water ecological control area-water environment control unit, and clarified the geographical scope and 1940 of 1784 control units one by one. Among the water environment targets for the assessment section, there are 343 control units whose water quality needs to be improved. Among these control units, in accordance with the water quality targets of the Water Pollution Prevention and Control Action Plan, 167 control units inferior to Class V will be eliminated, 49 control units are required to be improved to Class IV water bodies, and 124 control units are required to be improved to Class III water bodies. For other control units that have reached the water quality target, the water quality cannot be degraded or degraded.

The 29 provinces (autonomous regions and municipalities directly under the Central Government) involved have all signed the "Letter of Responsibility for Water Pollution Prevention and Control Targets." According to the requirements of the "Water Pollution Prevention and Control Target Responsibility Letter", there were 33 control units that required improvement in 2016, 45 control units were required to be improved in 2017, 59 control units were required to be improved in 2018, and improved controls were required in 2019. There are 75 units, and there are 131 control units that require improvement in 2020.

In the next step, the Ministry of Environmental Protection will urge relevant local governments involved in the water quality improvement control unit during the "13th Five-Year Plan" period to formulate compliance plans, implement pollution control tasks one by one to the pollutant discharge units within the catchment area, and clarify prevention measures and time limits for compliance. , Intensify water pollution management and control efforts to ensure that water quality meets the target requirements on schedule.
